Trade group the Spanish Second Hand Association (La Asociación Española de la Segunda Mano — AESEMA) wants the authorities in Spain to reform legislation relating to the sale of used goods.

The leading general goods marketplaces in Spain, Wallapop and Milanuncios (Adevinta Spain) are both members of AESEMA, alongside retail chains Cash Converters, CeX and Game. Founded in 2020, its aims are to promote sustainable consumption through reuse and to lobby for better regulation of the sector.

According to AESEMA president Blanca Piédrola Báez, regulations relating to the sale of used goods in Spain are “obsolete.” “An update of the current regulations relating to the registration of documents is urgent in order to facilitate the current boom in sustainable consumption.” Piédrola is also director of personnel at Cash Converters (LinkedIn profile).

AESEMA’s website notes that current legislation “obliges natural or legal persons dedicated to the purchase of used objects to keep a record of purchases.” The trade group argues that it “needs to be updated and the process digitized.” AESEMA is currently working with national regulators and regional governments in an effort to achieve this goal and has already reached an agreement with the authorities in the Basque Country.
